What was the main point of the Kansas-nebraska Act?

It was a hopeful attempt to put the slavery question to a local vote in new states.

In fact, when Kansas became the first state to vote, every bully-boy in America (from both sides) descended on this thinly-populated territory, to intimidate the voters and try to get the results declared invalid.
