Does the government do enough to promote community cohesion?

I do not think the government do enough to promote community cohesion, because although there are clear boundaries young black males are still 8 times more likely to be stopped and searched than young white males. This shows particular communities are more likely to encounter prejudice than others from within the law itself; this does not show government attempts at cohesion if their provided services stereotype themselves.
