How can a Black board in a room stays at the same temperature as rest of the room?

A blackboard would be the same temperature as the rest of the room. If the sun shone through the window directly onto the blackboard, the blackboard would absorb more of the sun's heat, and become warmer that the rest of the room.
Dark colours absorb heat better than light colours.
