You can ride as a passenger, but you can't drive one. You must be at least 16 years old and have a valid drivers license in order to operate a motorized vehicle in the state of Florida. Motorized is defined as cumbustable motors and electric motors above 700 watts. If it is electric, it must be less than 700 watt and not exceed 20 mph on a flat terrain and it still must have pedals, lights, turn signals, horn, etc.
