Do you need to do a complete rebuild on a 1998 Honda Fourtrax if water got in the oil and oil is now blowing out exhaust?

Certainly, a stripdown to check for wear and damage. Hopefully the crank and con-rod bearings will be OK and at most you will need is shells.
