What were two bad emperors?

The worst emperor Rome had was Commodus. Caligula was said to have gone mad and have become cruel, but modern historians have cast doubts on this. Many of the bad stories told about Nero were slander by his political opponents. Nero was hated by the aristocracy, but loved by the poor who were very upset when he died.
