Each state appoints a number of electors equal to the total number of U. S. Senators and Representatives to which the state is entitled, and the District of Columbia appoints 3 electors according to the rules set in the 23rd Amendment to the U. S. Constitution.

Seats in the U. S. House of Representatives are apportioned based on each state's population relative to the population of all of the states, and they are reapportioned after each official U. S. Census. (The number of Senators is two per state.)
