Is 13 cm or 13 mm greater?

The problem here is that you don't know what cm and mm are.

cm is centimetre, which is one-hundredth of a metre

mm is millimetre, which is one-thousandth of a metre

The world outside the USA spells metre differently from, for example, a parking meter, because they are completely different. Americans spell metre "meter" good luck with that.
