In a referendum what do citizens get to do?

A "referendum" is a direct popular vote on a proposed public measure or actual statute.

In a Democracy, normally elected representatives form a legislature/government which then passes laws for the country. In a referendum it is all the citizens of the country which vote on a law rather than the legislature.
