Who has more hormones guys or girls?

Girls begin puberty around age 12-13 years old and the hormone levels fluctuate each month depending on what part of their cycle they are in. To say if they have more or less than boys is hard because of this fact. Boys hormone levels peak and stay pretty much the same until they are older.
