What is the difference between aparating and disaparating in Harry Potter?

Word Apparating means the whole transportation and specially the arriving, Deapparating means only the departing.

Dumbledore apparated into Privet Drive at the start of Harry Potter and the Half-Blood Prince. Then disapparated with Harry at the end of the chapter.
