The cheapest way to go is probably a pet store but DO NOT BUY PET STORE PUPPIES! The reason they are cheap is because they are most likely bred at puppy mills. Puppy mills are like "dog factories" they are only in it for the money so they do not care for the dogs well. The parents are kept in cages for their whole lives. There is also a lot of inbreeding at puppy mills so a lot of the dogs will have health and/or behavioral problems later in life. Trust me: When getting a purebred dog, cheaper is absolutely NOT better. You could go online and look for a bichon rescue near you. Those are much cheaper than dogs from breeders and many of them are rescued from bad situations. If you adopt from a rescue, that means there's more room for another dog to be rescued! If you do go to a breeder though, just make sure to check out the living conditions of both the puppies and the parents before you buy.
