What does a blue light represent in a railroad?

A blue light is a signal that the equipment is being worked on. The equipment cannot be moved or operated until all workers have cleared the area and released the blue work order. Also, all trackage leading to the equipment should be turned away from the track, isolating it from outside traffic.
