How you locate cell phone through cell ID?

Network providers alwaysknow where each handset is - in order to route calls & texts to them. They do this by 'triangulation. Each handset 'talks' to the nearest phone masts. Once the three closest masts receive a signal from the handset, its location is known. It is possible to track a handset to within a 3 metre square 'box'.
