Why is the age limit for a youtube account 13?

This is just the rule that YouTube has imposed, as 13 is the magic number for most internet agreements on the internet. It's also to help make sure that children do not accidentally view something they shouldn't have viewed. Also, it saves YouTube trouble when they have to comply by the California Online Privacy Protection Act.
