Where do you get the package on Counterfeit Island?

You get the package at the museum following the scooter chase (he gets away).

Take the timecard from the security guard (he's at the Clown Store) and get a photo of the thief from the museum's Security Room videos. Show the photo to the mimes and find the shady guy at the Jazz cafe. Once you recover the Key Card, you can return to the museum and scan the package you receive.
