Why is the US described as a nation of immigrants?

In 2008 according to the U.N. of all the immigrants in the world the United States has taken about 20 percent followed by Germany and Russia with roughly 5%

I believe Saudia Arabia is in the top 5 taking in about 2% due to the need of workers for the oil industry and construction.
