Do you need a different belt if you take your air conditioner and power steering off of my 1995 dodge neon?

Yes, if the belt driving the A/C was driving anything else. See if Dodge sold the 1995 Neon without A/C. If so use that belt layout. The AC and Power Steering are run on the same belt. my 95 neon lost the AC a while ago and the belt was simply replaced with a smaller one that just drives the power steering and leaves the AC out.
