Are clouds really water vapor

No. Water vapor is invisible. Clouds are composed of tiny droplets of liquid water or tiny ice crystals depending on the cloud type.

Look up the definition of vapor, one of the primary characteristics of "vapor" is it is in fact visible. Gas, unless it has a distinct color, is invisible.

So, yes, clouds are made of water vapor and/or crystals and sometimes minute dust particles. When the water vapor reaches a saturation point and starts to condense into larger droplets, you get rain. If it's cold enough, it crystalizes to make snow, and if it freezes rapidly you get hail.
