NOTE. In addition to the rationing described there, parliament granted the government the power to requisition. Already in September 1939, the government claimed the right to buy ALL photographic film and paper produced by Ilford and by Kodak (UK) and 60% of the film and paper produced by two smaller firms. (It was needed for aerial reconnaissance photos). This left very little for ordinary public and commercial use! People did, after all, want to take photos of their loved ones before they went to the front. This little example may give some idea of the kinds of privations that WW2 involved for people in Britain and most other countries.
