What is difference between fulfill and comply with?

These terms express similar concepts and in some situations, either could be used. If I have asked you to do something and you do it, this means that you have complied with my request and also that you have fulfilled it. However, compliance relates only to orders or instructions or rules. It always means that you did what someone told you to do. Fulfillment is a broader concept. You can fulfill a dream, you can fulfill your potential as an artist, etc. It can refer to success in any area.
