Why do you have to elect a president in the Philippines?

In order for a country to run efficiently, it has been shown that a governing power is necessary to control the country enough to have base rules so that the country can prosper. In order to do this, you need people to fill these governing positions. One of these positions just happens to be given the title president, due to the partitioning of powers.
