If you are asking if they are legal to lure deer one should assume so because in the 2007-2008 season the PA laws have been adapted to let one bait deer using such tactics as salt licks and mineral licks. Seeing as a decoy deer it should be legal because it would be a much more tamed down version of luring deer.
