Who made Jose Rizal as national hero of the Philippines?

There was a presidential proclamation; presidential decree and a National Law

making every December 30 a Philippine national holiday to be celebrated in honor

of Dr. Jose Rizal. It was the day when he was sentenced to death by the Spaniards via firing squad

at public plaza Luneta Park in a full view of the Filipino people for his crime of inciting treason, overthrowing, rebellion thru his writings criticizing and against the Catholic Friars and the Spanish Government that sparks a revolt of Filipino people

that lead to our Independence for almost 400 years under Spanish Colonial government.
