What is the meaning of men are not angered by mere misfortune but by misfortune conceive as injury?

It's about the problem of evil and suffering in the world, and the way people respond to it. Simply put, a person doesn't get angry about something unless he feels that the thing he is angry about was done intentionally to him or by negligence. A person who swears at a red light is somehow personifying it, as if the light had a will and a choice about how it functioned, and it chose to defy him and make him stop. He percieves that it has "injured him", and, he is irrational. But, a reasonable person would understand that the light simply turns achording to it's mechanisms; it has no choice because it is metal and plastic and glass, and therefore, would not be angy, at least, not angry at the light.
