Who invented sirens in greek mythology?

Mythology is the ancient religion of the people of a region - in the case, Greece - there is no way of knowing whom invented them, but its to be taken that by the time of Homer they were known as deities associated with sailors not returning or dying at sea by drowning during a storm or in calm weather.
