Which do you believe to be worse- a domineering government or the attitudes of the people who will allow themselves to be dominated?

Both a domineering government and the complacency of the people are detrimental, but the latter often enables the former. A government may impose oppressive measures, but without the acquiescence or passive acceptance of the populace, such dominance would struggle to maintain itself. Ultimately, a society that allows itself to be dominated reflects deeper issues of apathy, fear, or a lack of empowerment, making both aspects interdependent in their impact. Addressing either requires a commitment to civic engagement and accountability.
