Due to your age, you most likely will have to keep your crossdressing 'in the closet', so to speak, until you are an adult and live on your own. Thriftstores (Goodwill, Salvation Army in the U.S.) often have clothes for cheap prices. Also google online for crossdressing teens - there are both crossdressing forums and blogs where you can seek advice and better understand your feelings. Never meet up with adults from online, however.
At your age, I would advise you never to crossdress in public, simply because there have been incidents of violence (and in a some cases, murder) against crossdressers. When you are an adult, and if you're interested in crossdressing publicly, you would find more opportunities to go to clubs geared towards crossdressers and meet people with the same interests in metropolitan areas.
The most important thing to realize now is that some people (including family and friends, and future relationship partners) will never understand or accept your interest in crossdressing, no matter what kind of person you truly are. Being interested in crossdressing doesn't make you a pervert, and it doesn't mean you're less of a guy than any other male. While crossdressing is a way to explore your sensitive side, it also doesn't mean that you have homosexual feelings (there's nothing wrong with being gay); in fact many crossdressing males are heterosexual. Avoid arguing with your mom, but do keep talking to her about your feelings; if she's willing, see if both of you can go to counseling, instead of letting this issue drive a wedge between you.
