Are you asking for a way to use software to hack your phone in order to make free calls? I'm sure there's a way somewhere, somehow on a very small number of case-specific Mobile devices...

Phone usage is typically monitored remotely-- Your phone is borrowing bandwidth from cell towers, and your phone is clearly identified when it makes a connection to said cell tower. Conning your cell phone provider into giving you a free phone call is hardly worth the effort when you can simply use a free computer phone to make calls instead.
