Are dragons more powerful than tigers?

In most mythology, legends, and modern interpretations, dragons are much larger and stronger than humans. Dragons may also have the benefit of other powers, such a fire-breathing, hypnotism, flight, etc. Mentally, however, there is some controversy. In most modern works, dragons are as smart as, or even smarter than, humans. However, in most mythology and legends, dragons are little more than beasts, causing destruction, killing people, eating cattle, etc.
