How did the rspca start up?

Why else? They started the SPCA as a shelter for abused, malnourished, emaciated, abandoned etc animals that needed a home besides the 'Local Shelter'. Most times, this is the 'Local Shelter' but where else would the animal stay?

In other Words, so animals don't wander the streets.
