Is a grandmother taking care of her four grandchildren considered part of her culture?

Not generally. My girlfriend (the grandmother) cares for her 4 grandchildren because her son and daughter and their mates don't make enough to pay the mortgage, car insurance, and bills. Daycare is usually very expensive. Thank heavens for grandmothers!
