Can you import tire scrap to India?

The export of scrap tyres from the UK to India is controlled by the Green List Controls and must be accompanied by an annex VII transfer document. There are also conditions regarding contracts and permit requirements. The Indian Government however doesn't allow the import of whole tyres and they must be cut through the bead wire (see Para 27 of the Handbook of Procedure on Import and Export) and rubber tubes must be cut in two.
