This comes from President Grant when he use to sit in the lobby of a Washington Hotel in the evening and have a Bourbon with his cigar. The people who came to ask for something or to talk to him as he sat in the lobby became known as "lobbyist". This tradition has really grown into something in recent years that looks nothing like the lobbyist of 1870.
