"I tell you that this man, rather than the other, went home justified before God. For everyone who exalts himself will be humbled, and he who humbles himself will be exalted." this means..

Because the tax collected was humble, Jesus said this man went home justified.

like he isn't up himself. he prayed for what he was sorry for, rather than the other man, praying about how good he is, to others and to God.
