Some people say yes, some people say no. Styrofoam is a material that never decomposes, so if you bury it today and someone digs there in a thousand years it would be there. Because of this, it is non recyclable.

post offices (packing peanuts)
electronics companies (those little box thingies that breakable things are put in)
All of those places would say no. Everyone you ask would have a different answer.
