First, make sure that, in the secondary weapon slot, you have the fusion cutter selected; looks like a welding tool, shaped a bit like a "J" with a handle and tip. Walk up to the vehicle you wish to slice, and, facing it and keeping as close to it as possible, press the secondary weapon button. A message should appear on the screen, saying "Slicing %" to show your progress. For example, once the vehicle has been fully sliced it will say "Slicing 100%", the former pilot of the vehicle will be evicted, and you will be able to get in and pilot the thing yourself.
