Where is the Vehicle Identification number on a 1958 Harley Davidson Sportster motorcycle?

It's the odd looking alpha-numaric on the neck of the frame which should match the engine block. My brothers xlch was cleared by the IDOT recently, and it was deturmined that the "1958XLH" is the VIN.
