After your 1995 Dodge Neon runs hot and cools down you put water in it till its full but it runs straight out the bottom of your engine what is the problem?

First check your radiator hoses, then look a the possibility of a bad water pump. You may have warped the engine head and/or blown a head gasket when you ran the engine hot. Pray for the radiator hoses being your only problem.
