No, it isn't harmful to get a vaccine during menstruation and it's just like getting a vaccine any other time of your menstrual cycle. During menstruation your skin may be a little more sensitive so it might pinch a little more but not so much that you'd really notice. There is absolutely nothing that you can't do on your period that you wouldn't do any other time.
