Who is the owner of this website wolfquest?

I believe the owner is known as loboLoco on the WolfQuest forums.

The WolfQuest Team consists of Cana, WQ Coordinator as she is known on the community, loboLoco, known as Dave, and Wile E. There are more members listed in the WolfQuest Team Members usergroup, though I'm not sure of their exact involvement in WolfQuest's website or development.
