Light turns on fine but when it is in the off position the fuse blows and the only way it will come back on is if I turn the light on?

The circuit is wired wrong. Contact a qualified electrician to make the necessary repairs.

You don't describe the problem well enough to troubleshoot. If there is a fuse involved and it blows you would have to replace the fuse before anything should turn on. If this circuit worked at one time and all of a sudden stopped working then you may have a faulty switch or wires shorted in te switch box. If this is a new installation follow advice from redbeard.
