There is no real difference.

A recipe book contains a collection of recipes, which are statements of ingredients and procedures for preparing (and cooking, if necessary) food dishes.

A cookbook (formerly called a 'cookery book', and often still called that in British English) is a book containing recipes and other information about cooking!
