Pokemon Silver how to catch Lugia?

Get Lugia's HP down to a sliver. Next, put it to sleep or paralyze it(You can switch these two steps around, but that's not a good thing if you plan to put it to sleep). Finally, just start chucking Balls at it. If you got your Master Ball from Prof. Elm, or from the Lucky Number Radio Show from matching all 5 numbers in your/a friend's Pokemon ID number, you may use that. If you have atleast 10-20 Ultra Balls, good luck. If you have Great Balls, got a tiny chance. If you have Poke Balls, you're out of your mind! If you're lucky enough to catch it with a Poke Ball, you're either using a GameShark or you are just lucky.
