Is it possible to remove the fan blower motor resistor pack and the fan blower fan on a 1991 Mustang without tearing out the dash?

Yes. I am answering my own question. I just worked on it on the weekend and found that by dropping the glove box (push tabs in from both sides), I can access the 2 bolts holding the resistor pack. someone in the future.
