00 is not part of the country code. Telephone country codes never begin with zero.
If your international access prefix is 00 (the most common), then you are asking about telephone country code +1, area code +1 954, which is Fort Lauderdale, Florida, USA.
If your international access prefix is 001, then you are asking about telephone country code +95, which is Burma (Myanmar). There are several dozen different area codes in Burma beginning with 4.
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
