You may be thinking of "boisterous" (pronounced BOY- ster-us). This is a Word that describes a person who talks loudly, and does not always have good manners. It doesn't necessarily mean the person is bad or evil-- it tends to refer to someone who is immature and doesn't think about how loud or noisy or reckless they are being.
