Where do you get dratini in Pokemon Crystal?

Dratini can be found in the Goldenrod game center as a prize.

OR

Dratini will be given to you as a gift from the people of the Dragon's Den just in Blackthorn City. You need to go the building in the Den and speak again with the person who questioned you earlier in the game after you beat Claire.
