Usually there are a couple of things to cause a horn to blow continuously. There may be others, but these are the causes that come to mind at the moment:
IF so equipped, the contacts inside the horn RELAY may be stuck in the closed [on] position,
The contacts inside the horn SWITCH(S) in the steering wheel may be stuck in the closed [on] position.
