Can you park in the handicap parking space without getting a ticket if your building is privately owned?

No. That is one of the exceptions so issuing tickets on private property. Besides, most private property owners actually invite the police onto their authority to specifically enforce that regulation. I wouldn't be the least bit surprised to find that your landlord does the same.
